Some countries have one official language, some have two, and some have avoided the issue (although one language is usually assumed to be the most important). There are countries which have tried to accommodate the needs of minority groups and their languages through legislation, while others ignore their existence. It is in the field of education where this has been of greatest significance.

It is doubtful if these achievements would be possible without the rich interactive environment provided by a primary caregiver, usually the mother. The mother-child (or father-child) relationship is the context for learning about reciprocity, as language partner as well as playmate. Debate remains about the relationship between language and cognition, and about what counts as language. Different workers have emphasised the actual words of the child, the child's communicative intent or the child-mother dialogue.
