The latter recognizes that coastal issues often revolve around scientific and technical information. By improving water quality without requiring new wastewater treatment or substantial changes in farming practices, oyster restoration has attracted constituencies beyond fishermen and environmentalists. That is one ideal for how the selection process could be approached, but there are other interpretations of how decision makers act. Three types have received specific attention: (i) a rational and comprehensive approach; (ii) one that favors bounded assessment often followed by small change; and (iii) a final approach that acknowledges the serendipitous matching of solutions with problems.
