Regulatory Environmentalism The regulatory ethic is a strong force within modern environmentalism and is widespread around the globe. The basic premise of the regulatory ethic is that individuals have no personal incentive to act appropriately with regard to the environment. It is individually inefficient to reduce the negative impacts of one’s own activities when most likely those negative impacts will not be felt by the individual.

These alternatives had been identified by several groups, including the US Geological Survey, the Spring Valley Water Company (the private water utility serving the city), and, of course, the Sierra Club. But monetary capital as well as political capital had already been committed to the valley in Yosemite. Indecision, reconsideration, and delay usually do not play well for politicians’ images. What is interesting and significant is the way this cultural shift has occurred. Almost unconsciously we have accepted a radically new view of the environment. We have been so busy and so preoccupied with all the skirmishes of the day, acid rain, damming wild rivers, logging in the national parks, ozone holes, and so forth, that we failed to consciously acknowledge that we were tacitly accepting the premise that the environment was at risk and that we needed to fix it.
